Tip #2: Get help from a producer.
Producers are individuals that support photographers, and do all the work that goes into planning/scheduling/organizing a commercial shoot.
This work includes but is not limited to: location scouting, sourcing talent, procuring rentals, booking assistants, getting caterers, etc (etc).
Some producers will estimate jobs for you for free, so if you contact them and tell them about your shoot needs they can help you determine how much each expense will cost.
They have a vested interest in helping you get the job, because it means work for them too (assuming you hire them for the shoot!) hint: you should, so they often want to help.
And the awesome thing about this is once you have an idea of how much things cost in your area you can refer to those rates for each project that follows.
